After almost three years of closure, tourists will soon be able to visit this popular attraction again. But work is still needed before that.

The casemates are among the capital’s most popular tourist attractions. Whereas the Pétrusse casemates reopened their doors last June after seven years of closure, those of the Bock are still closed. Access to these casemates is no longer possible since the first confinement due to the health crisis. The situation should change in the spring of 2023.

Seen from below, the capital of the Grand Duchy looks like a Swiss cheese. There are miles of military corridors, thousands of yards of pipes, Cold War bunkers, caves that the people proclaimed the residence of the gnomes. Ready for the descent?


“Work is underway to make the Bock casemates accessible to visitors again in the spring. But still without guarantee”, explained Serge Wilmes (CSV), first alderman of the City of Luxembourg, during the municipal council of November 14th.

This is confirmed by the press service of the capital. “Analysis is underway with specialist companies to determine what work still needs to be done. Currently, nothing has been done. It is planned, among other things, locksmithing and electrical work, necessary to bring the Bock casemates into conformity”.

The question of responsibility

During the municipal council in mid-November, the agreement between the State and the City of Luxembourg was on the agenda. In this letter, the State authorizes the capital to entrust its operation and maintenance to the Tourist Office of the City of Luxembourg and to transfer the management of the site to it.

The agreement was set for a period of six years and will then be automatically renewed for three years. This new agreement replaces that of 1976.

In return, the City of Luxembourg pays 1,000 euros each year to the State. At the same time, an agreement between the City of Luxembourg and the LCTO was also voted. For its part, the LCTO also pays 1,000 euros to the City of Luxembourg. Revenues from the operation of the casemates are used for operating costs.

LSAP adviser Tom Krieps had legal doubts above all about the agreement, as did Guy Foetz (Déi Lénk): “The City of Luxembourg cedes responsibility. It is the operator who assumes them. What will happen if someone falls there? The convention is good, but a little watered down.

Serge Wilmes points out that the municipality has analyzed this situation in detail: “Following a change in the law, various security conditions had to be met to obtain the operating permit. There is now more legal certainty. And every year, checks are carried out.
